$ sqlplus / as sysdba

Start the database.
SQL> STARTUP
SQL> ALTER PLUGGABLE DATABASE ALL OPEN;
Enable automatic shutdown and startup.
$ systemctl daemon-reload
$ systemctl enable oracle-xe-18c
Connect to the database
$ sqlplus system@"chara/XEPDB12"
